Cinema 69 and the Nebraska Avenue houses
Downtown tried X-rated films briefly. The Lincoln Theatre, a 700-seat house at 1117 Central Avenue, ran daily advertisements for them in January 1969 and stopped after February. It was last listed in the city directory in 1970.
The houses that stayed came two years later. Cinema 69 opened at 319 North Dale Mabry Highway on 12 March 1971 and was renamed Adult Cinema in 1981. On 8 August 1971 the Roxy, a 440-seat house at 8133 North Nebraska Avenue in Sulphur Springs that had opened in 1936, reopened as the Northside Adult Theatre.
Its neighbour on Nebraska Avenue, the 797-seat Springs Theatre at 8029, had opened in 1944. By one account it advertised adult films from July 1972, and people who worked and went there remember it running them for years, on 16mm. By 1977, by another, the Kennedy Adult Theatre at 1729 West Kennedy Boulevard was showing gay films.
The Adult Use Ordinance of 1982
Operators of bookstores and convenience stores challenged a city ordinance on displaying sexual material where anyone under 17 could see it, and on 15 June 1978 a federal court struck the ordinance down as too vague.
The city’s Adult Use Ordinance, Ordinance 8068-A, came into force on 1 October 1982. It set out where adult bookstores, adult theatres and special cabarets could be, and gave those already open that did not meet it until 1 October 1987.
In February 1984 the city brought adult uses into a new zoning code. The Hillsborough circuit court found that code’s adult-use provisions improperly adopted, and on 2 August 1990 the city adopted its zoning code again.
In December 1999, after a public hearing at the Tampa Convention Center that ran for thirteen hours, the council voted unanimously, at nearly two in the morning, for a six-foot rule aimed at dancers in the city’s clubs. It was the longest council meeting in the city’s history, and the mayor signed the ordinance that morning.
In September 2006 Hillsborough County adopted ordinances on sexually oriented businesses, and on 18 September 2008 the Eleventh Circuit upheld them.
